THIS INFORMATION WAS OBTAINED THROUGH AN OPEN RECORDS REQUEST.


THESE ARE SELECTED EMAILS FROM AN EMAIL CHAIN SPANNING 8 MONTHS OVER THE MR. BUBBLES CAR WASH.  THIS CAR WASH OWNED BY SONS OF NICK BARONI IS BEING CONSTRUCTED WITH THE ASSISTANCE OF JEFFERSON PARISH TAXPAYER FUNDS IN THE AMOUNT OF $340,000.00 FOR ROADWAY, DRAINAGE AND SERVITUDE IMPROVEMENTS.

DOESN'T IT SEEM A LITTLE ODD THEY'VE BEGUN CONSTRUCTION WITHOUT KNOWING THE BASE FLOOD ELEVATION?  NORMALLY WOULDN'T THE PARISH REQUIRE THIS TO GET A PERMIT?  HOW CAN THEY GET SUCH A QUICK RESPONSE TO THIS INQUIRY?

Good Morning Gentleman,

I am emailing you this morning with a request for information, you may know the answer or be able to direct me to the right agency or department for some relief, I felt I would start at the top and you can direct me down if necessary.  Our contractor Mr. Brady Walton has just begun the construction of this car wash.  We have established the bench mark and realize the elevation will be some 36 to 40” above the current grade.  I realize this is the standards in your area for occupied buildings.  On some of our projects in the region we have been able to obtain relief as it pertains to a CARWASH since they are un occupied
buildings and since you have to deal with cars driving through them.  In most instances we have raised the equipment up to the required bench mark elevation through the use of stands while maintaining a reasonable, lower, elevation for the car occupied area.

Can you possibly assist with answering the question can we set the CARWASH BAYS lower than the required base flood elevation and build our equipment up on stands to meet the base flood elevation?

Yes, you could set the CARWASH BAYS below the base flood elevation ( BFE).

BFE is required for equipments and occupied buildings/ areas only.

Tim, unless I receive an objection from you, we are planning on meeting with our maintenance contractors tomorrow to go over the scope of work and if everything goes well, we plan on cutting the contractors lose with the work.

LOTS OF WORK BY PARISH EMPLOYEES HAPPENS WHEN THE "MR. BUBBLES PUBLIC WORKS PROJECT" NEEDS HELP! AND WHY IS A CONTRACTOR STATING, "Hubbard Enterprises, Inc. was requested yesterday, April 27, to extend the concrete headwall approx. two feet for safety reasons on the above referenced project." TO THE PARISH ENGINEERING DEPARTMENT?  WHO REQUESTED IT?  SOMEONE OTHER THAN A JEFFERSON PARISH EMPLOYEE?

There is concern that there will be exposure and washout of overhead and underground facilities near US 90 if the culvert is not extended to US 90 past our pole closest to US 90. Can the culvert be extended?  Or perhaps we can change the project. It occurs to us that if we set taller poles on both sides we can eliminate the center pole and still maintain adequate ground clearance; much cheaper and safer than underground in a canal servitude. Is this an option you are willing to explore? I’ll be in a safety meeting today, but I’ll step out when you call me (985) 351-4878.

Jefferson Parish has a priority project that will commence on April 6th.  We are requesting that Entergy convert approximately 190 feet of aerial distribution services to underground as part of this project.  The project site is about 103’ parallel to Butler Drive on the east side, just north of the West Bank Expressway in Avondale.  I would like to set up a field meeting as soon as possible to discuss this project and your availability to perform the requested services.  Please let me know if you are available to meet anytime tomorrow or Friday.

Mike,

The original elevation of the top of the headwall was set at 22.46.  In order to satisfy the safety concerns of the owner, it was agreed that the headwall be raised so that the top elevation be a minimum of 12” above the highest finished grade of the parking area at that location.  If the top of the headwall is set at 24.00, we will accomplish this.  Please ensure that this price reflects this 1.5’ adjustment.

126 feet of 40 x 65 RCPA with necessary bedding and foundation timbers

(1) 24 x 24 drop inlet

            (2) junction boxes with open grate castings

(1)    26’-8” x 8’-6” x 10” reinforced concrete headwall

Granular backfill to top of bank elevation
